Job Description An employee in this class is responsible for performing various real estate appraisal duties for the County, to assure that the final value for real property and any improvements accurately reflect true market value. Work includes performing on-site inspections and analysis work to appraise residential land and buildings; improvements made to sites; damaged property; or other property to determine the present value, and to appraise vacant land and determine the values before and after the land has been divided. During revaluation years work also includes determining base prices in the assigned area and compiling data for cost of structures. Work also involves researching and gathering information to render an accurate judgment, and involves controversial and appealable decisions. Independent initiative and judgment are required in application of the schedule of values from the last County property revaluation, classifications and grades. Tact and diplomacy are required in working with property owners and their representatives. Duties subject the employee to inside and outside environments and hazards associated with site measuring tasks on construction projects. Starting salary is $48,087.00 or DOQ
Examples of Job Duties Performs field listing and assessing duties; appraises residential dwellings, farm, and vacant properties, and building renovations, additions and improvements such as pools, piers and storage buildings; determine exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms and areas, finishes, types of HVAC, etc.; determines functional and physical depreciation of the structure; photographs properties, documents field measurements and enters field work and property information into appraisal software including uploading photographs.
Makes decisions as to the quality and construction details of the property being assessed to maintain consistency within neighborhoods; appraises properties by giving the structures or land a fair and consistent evaluation with the market value for tax assessment.
Performs field inspection of land splits, merges, new parcels and rights of way to identify new values.
Monitors sales and analyzes factors that influence property values; monitors local property trends and construction activities.
Enters building permits and sales into data base.
Works with property owners and attempts to resolve any appeals before going to the Board of Equalization and Review; researches and compiles information substantiating values and defends values on appeals before the Board.
Communicates with property owners during the appraisal processes; answers questions from taxpayers, attorneys, appraisers, real estate agents and other regarding questions about tax value, sales, location etc.
Provides general customer service to tax payers, the general public, attorneys, developers, banks, realtors and others.

Knowledge, Skills, and Abilities Thorough knowledge of the NC Machinery Act and other state statutes governing the administration of tax on real estate and related property.
Considerable knowledge of the standard valuations guides and other professional resources, procedures and standards for appraising residential properties, and the transfer of property.
Considerable knowledge of current construction costs and materials, current property values, and future real estate and property issues.
General knowledge of the geographic layout of the County.
General knowledge of the tax listing and assessing procedures.
Considerable knowledge of the application of information technology to assigned duties.
Skills in operation of computers and to use various technology in the measuring and appraisal process and in the data base applications.
Skill in customer service excellence, teamwork and collaborative conflict resolution.
Ability to read and interpret descriptions of land and tax maps; and to sketch construction projects.
Ability to make computations accurately based on fair market value and the available data base.
Ability to establish and maintain effective working relationships with Realtors, attorneys, property owners, contractors, and the general public.
Ability to coordinate and work effectively in appeals and controversial tax valuation situations.
Ability to communicate effectively in oral and written forms.
Ability to handle the public courteously and tactfully.
Ability to interpret and explain policies, processes, and procedures.
Ability to operate a County vehicle to inspect sites.
Qualifications Graduation from a community college with major course work in real estate, business or a related field, and some experience in real property appraisal; or any equivalent combination of training and experience.
Special Requirements
Certification by the State of North Carolina as a County Real Property Appraiser.
Possession of a valid NC Driver's License.
STANLY COUNTY BENEFITS (Full-time Employees) Employees accrue sick and vacation time each paycheck.
Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.
Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.
As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.
Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.
RETIREMENT :
Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.
NC 401(k) (Supplemental Retirement Plan):
Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).
Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.
LONGEVITY: Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
